Can 13 year olds work in associated content?

I've been looking around in associated content at yahoo and thought it was a pretty cool idea. The only problem is that when I was looking on the internet it said I could make money from each report that I wrote, but it doesn't seem to work. Do I need to be 18 to get money from it or do I need an 18 year old to set it up? Any advice you can give would be great.
